Using the context of EU Energy Sustainable Week, the event is proposing to gather the key actors involved in the definition and endorsement of the BUILD UP Skills Roadmap in Romania in a round table to discuss:

  • The conclusions of BUILD UP Skills Romania project: results after an intense 18 months activity, success stories and list of priority actions for the next period to develop and implement in the view of 2020 targets,
  • The effective implementation of the memorandum started by the Ministry of Regional Development and Public Administration within the project,
  • Effective ways to continue the inter-sector consultation process at national level and between the relevant public authorities and construction sector representatives: the National Consultation Committee,
  • Opportunities for the implementation of priority actions of the Roadmap: Pillar II of IEE BUILD UP Skills, European Social Fund priorities and Calls, Education and Awareness Campains,
  • Solutions for promoting effective partnerships between construction industry and education sector.

Proposed objectives of the event:

- National and regional (South-West and West) consultation;
- Identification of priority measures and best practices to overcome barriers and gaps regarding workforce qualification in construction sector, in order to draw-up the roadmap to 2020+;
- Definition of necessary strategic lines regarding the workforce qualification system in the construction sector for energy efficiency and use of renewable energy sources and identification of relevant monitoring instruments.

Proposed objectives of the event:

- National and regional (North-East and South-East) consultation;
- Presentation of final report regarding the analysis of the current status of construction sector in terms of qualification, energy efficiency and necessary contribution to achieve the targets set for 2020 (Status Quo);
- Validation of identified gaps and barriers and foundation of necessary strategic lines;
- Identification of priority measures and best practices to overcome barriers and gaps, in order to draw-up the roadmap to 2020+.

The consultations were conducted in plenary and panel sessions (debates) and provided some useful outputs:

- Elaboration within the project of a list of necessary competencies, structured in a matrix form, to permit the identification of common qualifications within an occupational area and the establishment of a modular („brick”) system to ensure the addition of necessary qualifications relevant to EE and RES;
- Definition within the strategy to be drawn-up of a system to train the trainers and to involve universities / research centres and professional associations;
- It is necessary to introduce workforce qualification requirements (in particular of building insulators) in the tendering documentation within public funding of rehabilitation works;
- Introduction of a monitoring system for periodic check of the compliance with requirements and to permit the application of corrective measures based on periodic evaluations (need to specify the responsible bodies for evaluation and reporting, relevant time periods and compliance and control mechanisms);
- Establishment of a body / association to check and certify specific qualifications based on the evaluation of existing knowledge and to ensure periodic verification taking into account the evolution of relevant technologies and market development;
- Centres for competencies evaluations need to include representatives from ownership and/or professional associations and to ensure the necessary specific / technical competences for the evaluation;
- Introduction of necessary new occupations within the current qualification framework, awareness of the concepts of ‘sustainable building’ or ‘green building’ and introduction of necessary competences for installing and operating modern energy efficiency technologies;
- It is necessary to ensure the financing of qualification schemes from public funding, by tailored programs with well dimensioned financing and adequate instruments for a flexible implementation;
- It is necessary to correlate the continuing vocational education and training system with the requirements of private companies.

Proposed objectives of the event:

   - National and regional (North-West and Centre) consultation,
   - Presentation of preliminary (draft) report regarding the analysis of the current status of construction sector in terms of qualification, energy efficiency, and necessary contribution to achieve the targets set for 2020 (Status Quo),
   - Validation of identified gaps and barriers and foundation of necessary strategic lines.

The consultations were conducted in plenary and panel sessions (debates) and provided some useful outputs:

   - Because of the partial lack of efficient implementation instruments which to ensure achievement of 2020 objectives, it’s difficult to evaluate the necessary for working force qualification in EE and RES sector,
   - In order to quantify gaps in workforce qualification in the construction sector, scenarios based on relevant objectives for the implementation of NEEAP and NREAP (as well as other strategic documents) have to be drawn-up,
   - Main objectives for evaluating buildings contribution to 2020 EE, RES and CO2 reduction targets as well as key data for defining the scenarios and workforce evaluation have been discussed and agreed.

Proposed objectives of the event:

   - Presentation of the preliminary results of the analysis on the existing situation of the building sector and the vocational education and training of workers in relation with the sustainable energy policy objectives established for 2020 in Romania,
   - Analysis of collected data: validation, relevance, missing data and potential sources for additional information,
   - Preliminary identification of gaps and barriers for the EE and RES skills in buildings,
   - Knowledge and experience exchange between relevant construction companies, training providers, suppliers of EE and RES solutions/technologies on the existing situation in Romania and the most efficient training methods.

The consultations were conducted in plenary and panel sessions (debates) and provided some useful outputs:

   - Efficient actions for promotion of EE and RES solutions in buildings are based on synchronized strategies and national action plans as well as a clear and simplified legislation framework,
   - Key instruments for sector stimulation on long term:
        - multiannual financed programs (e.g. to send the message across to decision makers for including the sector in the next programming period 2014-2020),
        - programs convergence at local level,
        - market incentives for using of up-to-date EE and  RES solutions (quality certification of solutions and not only materials, involving suppliers of EE and RES materials and solutions, incentives for companies to host practical stages for graduates),
   - Clear definition of terms and notions (qualification, occupation, competency etc.) in inter-institutional communication and cooperation,
   - Coherent framework for multi-partite dialogue, open consultation between governmental and local level.

Proposed objectives of the event:

   - Project presentation: objectives, planning, project consortium,
   - Identification of the relevant sources of information for elaboration of the national status-quo analysis (NSQA),
   - Identification of main estimated gaps, threats and barierrs in collecting information for the ellaboration of the strategy and roadmap as well as possible solutions to overcome them,
   - Getting commitment in the NQP for the success of the IEE Build-up Skills ROBUST action and the preparation of the subsequent phases (second pillar 2013-2015) & identification of additional financing sources.

 

The consultations were conducted in plenary and panel sessions (debates) and provided:

   - The commitment of the participants for support in providing data for the NSQA and further on in the validation of the strategy and the roadmap,
   - A first inventory of the major difficulties and bottlenecks encountered by the qualification of the labor force in the construction sector in Romania as well as possibilities to overcome them,
   - Recommendations for the national strategy on workforce training including ideas for concrete actions,
   - Recommendations for NQP enlargement.
